The Soul of Cinder incarnation is made from souls vastly weakened over hundreds of years. DS1 is pretty close to the former glory of the lords and their souls, and DS3 is at the deathbed of the souls.

The Ashen One is Unkindled, which are people who failed to link the First Flame and were burnt to ashes by it. And Unkindled Ash is a more insulting way to refer to an Unkindled.
